Helping or enabling?

Nulla vel justo?

What is your opinion in regards to Social Services programs?  Is it possible that we may just be enabling a society, thereby delivering a message of low expectations to future generations?
Or, could it be, that due to the economy most Americans are forced to swallow their pride and accept whatever help may come?  I have included some links that I have read and hope you might find interesting. Additionally I included Newt Gingrich's opinion on the matter.
